Former specialist case manager was found guilty of fiddling his expenses

A social worker with Kent County Council has been struck off the Health and Care Professions Council after being sacked for gross misconduct.

Robert Atkinson, who worked as a specialist case manager working with older people in west Kent, was dismissed by the county council in October 2014 after being found to have fiddled his expenses.

Now he has been kicked off the independent regulator which keeps a register for 16 different health and care professions. It only registers people who meet the standards it sets for their training, professional skills, behaviour and health.

A panel of the HCPC conduct and competence committee heard that Mr Atkinson submitted inaccurate claims for travel expenses on three occasions whilst employed by the council.

The panel further heard the claims were made for return journeys to three care homes, when no visits had taken place.

Panel chair Penny Griffith said: “The panel finds that Mr Atkinson has demonstrated a lack of insight into his misconduct by reason of his denials of the factual particulars which have been found proved.

“As a result of this, there has been no remediation and consequently there is an ongoing risk of repetition. In respect of the public component the finding of dishonesty gives rise to a breach of a fundamental tenet of the profession and is likely to bring the profession into disrepute.”

The panel ordered for the name of Robert Derek Atkinson to be struck off the HCPC register.

Mr Atkinson was present and represented by Colin Anderson, from the British Association of Social Worker (BASW), at the hearing.

A spokesman for Kent County Council said: “Robert Atkinson was employed by Kent County Council as a specialist case manager working with older people in west Kent. Following a disciplinary investigation, he was dismissed on October 11, 2014 for gross misconduct.”
